Tech in Magneboar is what I was thinking. Might work. Keyword Might. Worth a try though.
I have also seen lucky noobs at my league run this in Reshiram and Zekrom combined decks. I doubt that would work.

I see your point. Overall, I think that this is just a weakened-down version of RDL, but this has its upsides considering that it IS a basic, not a LEGEND.
