Wait… how are there two Rayquaza with different types in this set? Are there multiple Rayquaza in Holon?!

This Rayquaza was originally a promo card, released in October of 2005. Japan’s equivalent to the EX Delta Species set released October 2005, and their direct equivalent to Holon Phantoms didn’t release until January of 2006. Point being, this card’s artwork fits the scene of the EX Delta Species set a lot better, with Rayquaza probably sitting on top of the Holon Research Tower dish, just like Mewtwo δ DS #12. There’s another card in this set in the same boat; Mewtwo δ HP 24, which is standing near one of the Holon villages’ bridges (a regular feature of many DS artwork).
Since Holon Phantoms’ setting seems to be shifting away from the village and towards more exotic locales – such as the Holon Lake and the Delta Crystal-infested forest that seems to be adjacent to it? – these two cards feel a bit out of place. On the other hand, it’s mechanically fitting, because the only non-Dual Type δ Pokémon in EX Delta Species evolve into Dual Type δ Pokémon anyways, and so this particular Rayquaza (and Mewtwo) could’ve felt a bit off there as well.
