The original name of the first attack is てんのさけび [𝐓𝐞𝐧 𝐧𝐨 𝐒𝐚𝐤𝐞𝐛𝐢]. I think the translation team has usually been translating さけび [𝐒𝐚𝐤𝐞𝐛𝐢] as “Cry”¹, but it seems to me like bumping it up to a “Roar” here is to compensate for the downgrade on てん [Ten] to “Celestial” rather than “Heavenly”. I suppose it’s been long enough that many will forget we’ve had cards like SK Ho-Oh, TR Togetic, and DX Rayquaza ✩, which went even further by featuring “Holy” attacks (and/or Powers).
¹ e.g. CEL Yveltal’s はかいのさけび became “Cry of Destruction”; CRE Spiritomb translates もうじゃのさけび as “Ghostly Cries”
