I’m going to guess that TWM Dipplin’s “Festival Lead” ability lets it use the attack of its pre-evolution Applin, if you have this Relicanth in play?

I’m pretty sure it doesn’t. Festival Lead states that “this Pokemon may use an attack it has twice,” but the Dipplin doesn’t actually HAVE Applin’s attacks, it’s just permitted to use them by Relicanth. It’s the same rationale that allows Forest Seal Stone’s Star Alchemy to be used while Path to the Peak is in play.
