This isn’t a Pokemon, it’s a Trainer-Item that acts like an [C] Pokemon. It’s like how Bronzong can’t recycle Shield Energy from the discard, but Garchomp can. Shield Energy is ALWAYS an Energy, but it’s a [M[ energy ONLY when attached. This is a Trainer-Item ALWAYS, but is a Pokemon ONLY when it is benched.

Exactly. The ‘When in play’, or similar syntax, prevents cards like Bronzong and Winona from getting them.
