Who is this purple-haired lady? And why did her card get reprinted in the classic collection?

No idea who the character is, but Rocket’s Admin. is the first incarnation of the N supporter effect. It was super powerful and widely used in the 2006-2007 standard format (lowercase ex era). The format was filled with comeback effects like Scramble Energy, Pow! Hand Extension, and Rocket’s Admin., so taking knockouts on big 2 prize ex Pokemon would often result in disadvantage as your opponent gained access to these powerful options. This dynamic was very important to the format, and was part of why it was so fun.
Much of the classic collection consists of key competitive cards from past formats, and this card certainly qualifies. I’m sure they also wanted to include a few trainer cards, and this one is pretty sweet and historical.

Small correction: Admin (and Pow!) were both legal in part of the 2004-2005 season as well as the entirety of the 2005-2006 season. After 2006 Worlds, Team Rocket Returns rotated (so not legal for 2007).
The character is Sird, who shows up in Pokemon Adventures (which I have never read). Apparently this card came first and the comic used the Ken Sugimori drawing as a basis for the character…
