    Darkness Veil was previously the name of a Pokémon Power on Dark Clefable.

    Dark Clefable is a card which exists only in Pokémon TCG GB2, the JP-only sequel to the Game Boy Color game you may be familiar with. As long as your Active Pokémon was a Dark Pokémon, Dark Clefable’s version of Darkness Veil randomly reduced damage done to it – by either 0, 10, or 20. Tough to say if this a deliberate callback or not.
