Pokémon Power ⇢ Rebirth
When Rocket’s Moltres is Knocked Out, you may return it to your hand after discarding it. This power can’t be used if Rocket’s Moltres is Asleep, Confused, or Paralyzed when it is Knocked Out.
{R}{R}{R} → Fire Wall : 40
If an attack does damage to Rocket’s Moltres during your opponent’s next turn (even if Rocket’s Moltres is Knocked Out), Rocket’s Moltres attacks your opponent’s Active Pokémon for 10 damage. (Apply Weakness and Resistance.)

Thats a pretty interesting pokepower considering that it hasnt to throw any coin.
But… Why did team rocket even had their own Moltres? xD
DMNBT
Uh…they asked Blaine where to find one?
achildrenscardgame
Same reason as Cipher had one, I guess.
Warnock 2022
Seems like the Rockets were able to nab a Zapdos and a Moltres but never got their hands on an Articuno.

It looks like it’s holding something or is looking at a watch to see if it’s late.

· DRX Ho-Oh EX has an Ability with the same name as this card’s Pokémon Power. This is true even for the JP edition, as both share the name ふしちょう there. This is in spite of having completely different effects, but is not unexpected, as the BW era ‘rebooted’ a lot of attack names and functionalities, especially if they had gone unused for extended periods of time.
· Some of the PCG-era Rocket’s Pokémon-ex try to have something of a passing resemblance if they happen to have a namesake from a prior era, but Rocket’s Moltres 𝒆𝒙 has nothing in common with this card.
· This Sugimori artwork of Moltres had already been used on a special phone card variant print of Fossil Moltres. Reusing art like this wasn’t typical for the time, and I imagine it was only done because the phone card wouldn’t have been tournament legal. https://pokumon.com/card/moltres-tropical-mega-battleregional-kamex-mega-battlechallenge-road-19981999-unnumbered/

The Ken Sugimori drawing for this Moltres seems the same of the promo Moltres exclusive to the first GB game, although the background is different
