Does 40 damage plus 10 more damage for each {L} Energy attached to Rocket’s Raikou ex.

I’ve been wondering this for a while but can’t seem to pinpoint it. At what point did these energy stacking attacks stop having a damage cap?

well Blastoise in Crystal Guardians had a damage cap. maybe it’s an ex thing? But Swampert ex’s Hyper Pump also has a cap, so it doesn’t seem very consistent

Gorebyss HL doesn’t cap. Unsure if there’s an earlier “no cap” example…

Depending how broadly you interpret this, Base Set Mewtwo’s Psychic attack has no cap. If you’re looking solely at attacks looking at adding damage based on additional Energy attached to the Pokémon using the attack, here are a couple examples;
· N4 Shining Kabutops‘ Water Slash doesn’t have a cap and is essentially a Water Gun-esque attack.
· AQ Lanturn‘s Electric Tackle has no cap.
Honorable mention for N1 Lanturn – its Pokémon Power isn’t putting a cap on how much extra damage it’ll allow its Floodlight attack to do.

Wait… is this the first irregular typed Pokémon that isn’t Colorless? EX Deoxys came out in Japan before EX Team Rocket Returns, so I’m basing it on Japanese release.

This card wasn’t a part of the set cannibalized to make EX Deoxys, so it’s not part of the things to look at here;
Rocket’s Raikou 𝒆𝒙 was first made available as a non-holo card (026/PCG-P) rewarded to participants of the Battle Road tournaments in Autumn 2004. According to Pokumon, the first tof the Autumn Battle Road tournaments was held on October 24, 2004. Rocket Gang Strikes Back had already released a little over a week earlier, on October 15, 2004.
tl;dr – Rocket’s Raikou 𝒆𝒙 did not come before the other Rocket’s Pokémon. It’s mostly the opposite. (Only Rocket’s Persian 𝒆𝒙 came later.)
