Unless I’m mistaken… this was the only time a non-fully-evolved Pokemon got a 2-prize card until Pikachu-EX (XY124) came out in 2016. And, likely, the only reason Scyther got two -ex cards is cuz it was *sorta* a final evolution (because Scizor has its same base stats in the video games; it’s more of a lateral evolution that just shuffles around stats and type combo)
Now that we’ve got Alolan Vulpix VSTAR… it seems like a Pokemon’s evolution stage is NO inhibition to it getting a multi-prize card!

(although the fact that Eevee and Meowth appeared as VMAX Pokemon, and a slew of non-fully evolved Pokemon appeared on tag team cards [Snivy, Piplup, Magikarp, Togepi, etc] already was an indication that TPCI has already been happy giving these Pokemon the multi-prize spotlight for a few years)
