WOTC didn’t specify whether Restless Sleep’s damage would or wouldn’t have W/R applied to it because it didn’t matter – no Pokémon had Weakness or Resistance to {C}, and even cards that could change a Pokémon’s Weaknesses or Resistances (e.g. several Porygon cards) weren’t allowed to change either to {C}. My feelings on EN unlimited are well known, but for anyone wondering about how this card could interact with later cards that do have {C} W/R, it likely should be applied.
