Is it fair to assume that Pokémon Ranger/Channeler would shut down this ancient trait? So that you could hit Sableye with something like H. Samurott VSTAR Ability?

No, because they only remove the effects of *attacks*, not effects in general.
Less certain how it would be handled if they removed effects in general, but I suspect it still wouldn’t disable it, because an Ancient Trait is a property of the card rather than an effect placed on the card.

Also: I assume that “θ Stop” would NOT shut down ASR Hoothoot — because Hoothoot’s ability isn’t “being done to Sableye.” (on the other hand, it WOULD stop CEC Igglybuff)

Does it shut down an Ability like Exoskeleton? If Sableye uses “Claw Slash” on CES Registeel, does it inflict damage?

No effect on Exoskeleton, since that is an effect on the defending pokemon and not an effect on Sableye.
