If …both of them…are..heads. Why? I understand that this was supposed to be used primarily for the first move, but a low HP final evolution deserves a bit more than a 25% chance of confusing the other guy.
On the plus side, it uses a psychic energy before poison was first deemed to be psychic. This is a rare case of a pokemon using energy outside of its type identity, which really gives it a personality of its own.

It says if “1 or bot of them are heads.” It has a 25% chance of failure, not 25% chance of success.

· Venomoth’s first attack, [かいふくりんぷん 𝐊𝐚𝐢𝐟𝐮𝐤𝐮 𝐫𝐢𝐧𝐩𝐮𝐧], will show up again on SK Venomoth. There, it was translated as “Healing Dust” instead of “Healing Pollen”, so it could be missed.
· Light Venomoth is another Venomoth with {P} in its attack cost, at a time {P} necessarily meant either Psychic or Ghost, and Venomoth’s Bug/Flying typing wasn’t a match. This sort of thing is unusual but was not unprecedented, as Psyduck and Golduck (mono-Water in the games) had already done it a few times, and would continue to do it for a while longer.

Makes some sense though. For some reason, Venonat and Venomoth have had some minor Psychic theming going on: they both learn Confusion, Psybeam, and Psychic naturally in every gen, and later ones Zen Headbutt, too. Plus Sabrina uses one on her team, so there was precedent for it even back in the Gen 1 days

This goes to moths and butterflies in Pokémon in general for some reason. Aforementioned Venomoth, Butterfree, Dustox, Mothim and Vivilon all learn psychic move by level up. Beautifly and Volcarona don’t though.
