A “spiritual successor” card came out in 2018 (CES 106 or SM140).

I’d think you’re fine to call it a spiritual reprint without any qualifiers, or whatever it is we’re going to settle on calling them.
As opposed to the other spiritual reprints/retrains in the SM block, the particular card you’re citing did not originate from SM6b Champion Road, nor does it feature the same art. However, it does feature the same artist, the same power, and one of the attacks* – further, the Bagon and Shelgon that are retrains originate from the Salamence theme deck released alongside ADV3 – unfortunately, this particular Salamence is from the ‘main’ ADV3 vs. the theme deck, so it’s not perfect, but it’s out of step for Champion Road to feature an ADV Bagon and an ADV Salamence evolving into a PCG Salamence (i.e. DX Salamence ex, retrained as DRM Salamence GX).. I’ve got my ‘overeager to jump to conclusions’ hat on for this comment, but I believe this card was originally meant to get a more overt 1-to-1 retrain but they decided Champion Road needed more Pokémon GX and when it got bumped from the set they changed it to a less overt one. Still a retrain imo.
* Which doesn’t preclude it from being a retrain, anyways. Compare DX 10 Ludicolo to CES Ludicolo.
