There are two Salamence cards in EX Dragon and Weakness and Resistance is handled very differently. This one matches the e-Card method Dragon types were handled* – no Weakness or Resistance – and the other Salamence in this set features the new system that this set debuts – Dragon types are now weak to {C}, and feature dual resistances in exchange.

You might be able to tell what’s going on already, but if you can’t – the cards featuring the new W/R system came from the set EX Dragon is directly based off of, ADV3 天空の覇者. The cards featuring the old W/R system came from the half-decks released alongside that set. Although the decks were branded with the new ADV system and were meant to be seen as complementary/supplementary to the main set, they’re acting as standard-bearers of the previous e-Card block.
*See Expedition Dragonite family, and their JP-only T Promos which also followed this system. Dragonite even omitting the Fighting resistance it usually ‘gained’ as part of becoming a dual flying type, the same way this Salamence card does.

I should point out this wasn’t the last instance of the e-Card system of handling W/R for Dragon types. It exists alongside the ADV system in fits and starts – for example, compare TRR Dratini 52 to TRR Dratini 53, then look at the fact all Dark Dragonair and Dark Dragonite in TRR have {C} Weakness.
