If I use this on a Legend, do I get the Legend back although it’s not a Basic Pokemon?

No, It would effectively discard the legend due to the second sentence. There is no basic for a legend.

Just trying to understand this card a bit better.. If you play this card on a stage 2 Pokemon. Do you discard the stage 1 and the stage 2? Or do they stay in play. From what I understand, is that evolving a Pokemon is not the same as attaching something to the Pokemon, right? But if it had any tools/energy attached those would be discarded.

for WOTC-era cards it seems they just refer to evolutions as being “attached”, even though that’s not how we’d use the word “attach” for modern-day cards, e.g. Aerodactyl Neo Revelation. So for Scoop Up, you’d have to discard the Stage 1/2/etc.
