If I use this on a Legend, do I get the Legend back although it’s not a Basic Pokemon?

No, It would effectively discard the legend due to the second sentence. There is no basic for a legend.

Just trying to understand this card a bit better.. If you play this card on a stage 2 Pokemon. Do you discard the stage 1 and the stage 2? Or do they stay in play. From what I understand, is that evolving a Pokemon is not the same as attaching something to the Pokemon, right? But if it had any tools/energy attached those would be discarded.

for WOTC-era cards it seems they just refer to evolutions as being “attached”, even though that’s not how we’d use the word “attach” for modern-day cards, e.g. Aerodactyl Neo Revelation. So for Scoop Up, you’d have to discard the Stage 1/2/etc.

WOTC’s poor and inconsistent translation work can make it difficult to anticipate what any particular word like “attached” could mean any particular card, which could and probably did make it difficult for players to develop a consistent/intuitive sense of things. I wouldn’t advise people to think of Evolution cards as “attachments”, but to look at the original text of the cards.
The original text of the card mades it more explicit that only the Basic Pokémon is returned, but is agnostic on whether Evolution cards are “attachments”;
自分の場のポケモン1匹を手札に戻す。そのポケモンのダメージカウンター、エネルギーカード、進化カードは全てはがしてすてる。バトル場のポケモンを手札に戻すときは、ベンチからポケモンをバトル場にだす。
(FWIW – the second sentence is talking through what happens if you retrieve your active.)
The card also had a text errata;
あなたの場にいるポケモンを1匹選び、その「たねポケモン」のカードだけを手札にもどす。(そのカードにのっていた「進化カード」や、ついていたカードは、すべてトラッシュする)
Given the comma placement, Evolution cards are distinguished as separate from the type of cards that might be “attached” to a Pokémon.

This is one of the strongest cards ever printed. Especially in the context of base-fossil format, where big basics were the main attackers, and most of the time you’d only attach 1 energy at a time to play around super energy removal, it was essentially the same level as a card that would let you bounce a big basic EX/V/GX or something bounce dragapult ex or alakazam

on an item. Future versions of the effect that saw play are things like super scoop up, which needed a coin flip, and penny, which needs the supporter slot.
This effect functions as switch, full heal, removes special conditions, gets a liability non-attacker off the field, and resets an attacker.
The closest they’ll ever come to reprinting this is scoop up net, which was intended not to work with the big basic attackers of its time, and scoop up cyclone, which is an ace spec. Discarding evos and energies is a downside, but recovering those cards from the discard pile is pretty easy compared to bouncing a card in play.
