Standard yes, but not Expanded, and I highly doubt any of its interactions with the new ex cards will warrant a ban there. Probably just gonna be a weirdly overpowered item indefinitely.

The rule box phrasing came after this card, right? This card’s shoddy future-proofing is probably one of the things that motivated them to come up with the term.

Wasn’t really past-proofed either, since it also didn’t exclude Pokémon-EX from its effect.
This is in fact what got Shaymin EX (ROS-77) banned from Expanded (as if that Pokémon’s come-into-play effect wasn’t already busted by itself).

As far as the idea of past-proofing, you wouldn’t expect a Gen 8 card to refer to a Gen 6 mechanic. The first third or so of sets of a new generation will have cards that still refer to interactions with mechanics from the previous generation, but it won’t go much further back than that.
