I ask here a very similar question to the one I asked on N4 Radio Tower, and could also ask of N2 Unown O – isn’t it fairly easy to cheat when using Spy? Presumably, you’re not required to show your opponent the top cards of his deck when you look at them, which means he has no way of knowing for sure that you put them back in the same order you found them in. I feel like PCL probably noticed this themselves, because the next time a card offers a similar effect, UF Celebi ex‘s Time Trap doesn’t require you to put the cards back in the same order.

It would take a bit of finesse to do without your opponent noticing, but it would also take a bit of finesse to show them that you clearly *aren’t* putting back their cards in a different order.
