6/8ths of the time, your opponent’s chance of attacking is halved. 1/8 of the time, they will attack freely. 1/8 of the time, they won’t be able to attack at all.
Put simply, this is a slightly more interesting version of the standard “Flip a coin, if heads, the defending pokemon is paralyzed”.
While I appreciate the interesting expression of the psychic/lightning dual type flavor, the card itself is too weak.
