      It’s an unusual debut – I’d say there’s decent odds she’s Shroomish’s designer. This card came out in July 2004 in Japan, predating her next contributions to the TCG by a fair bit – her art for the JP-only PokéPark cards came out in March 2005, and her next contribution for a ‘main’ set wasn’t until Mirage Forest (Legend Maker), which came out in Japan in June 2005.

      EX Deoxys has a few other cards that arouse suspicion along these lines – I’ve already given my thoughts on the what Asuka Iwashita’s contribution to the Makuhita of this set could mean, but Takao Unno might also be “hinting at” some of the Gen 3 designs he was responsible for.
