This enables you to play vivid voltage shedinja without meeting the normal requirement. I have no clue what application it had when it was printed though.

It was used in https://pkmncards.com/card/flareon-plasma-freeze-plf-12/ decks because it could discard itself AND remove a status condition from a Pokémon afflicted by https://pkmncards.com/card/hypnotoxic-laser-plasma-storm-pls-123/ . (List for 2015 Flareon found here: https://retro-library.com/2015-decks/ )
The discard pile bit is also important. You can’t use the Abilities of https://pkmncards.com/card/exeggcute-plasma-freeze-plf-4/ or https://pkmncards.com/card/giratina-lost-thunder-lot-97/ either (Exeggcute being legal AND relevant at the time!).
The most relevant part of Silent Lab is basic Pokémon in play. You could turn off consistency Pokémon like https://pkmncards.com/card/shaymin-ex-roaring-skies-ros-77/ and https://pkmncards.com/card/jirachi-ex-plasma-blast-plb-60/ , but also utility Pokémon like https://pkmncards.com/card/mr-mime-plasma-freeze-plf-47/ and https://pkmncards.com/card/keldeo-ex-boundaries-crossed-bcr-49/ that make you less vulnerable to certain game plans. These are common examples from the time, but expanded is still full of cards affected by it.
The nice thing about this stadium is that you can play it on your first turn and that it doesn’t affect your own evolved Pokémon (Unlike https://pkmncards.com/card/garbodor-legendary-treasures-ltr-68/ ), and that it affects basic Pokémon that aren’t rule box Pokémon, such as bench barrier Pokémon (Unlike https://pkmncards.com/card/power-plant-unbroken-bonds-unb-183/ or https://pkmncards.com/card/path-to-the-peak-chilling-reign-cre-148/ ).
