This is just about as hateful as a hate card can get,and is really kind of emblematic of BW9 as a whole.
Charmaster
I don’t see how a card that offers single prizers some hope of countering popular EX’s is emblematic of an era that went out of its way to throw big basic decks as many buffs as possible. Basics got https://pkmncards.com/card/eviolite-noble-victories-nvi-91/ , https://pkmncards.com/card/skyarrow-bridge-next-destinies-nxd-91/ , https://pkmncards.com/card/prism-energy-next-destinies-nxd-93/ , and they had tons of room for cards like https://pkmncards.com/card/pokemon-catcher-emerging-powers-epo-95/ and https://pkmncards.com/card/garbodor-dragons-exalted-drx-54/ that they could use effectively to disrupt Ability-based Stage 2 decks, and while many of the best evolved Pokémon were Energy accelerators FOR basic attackers, like https://pkmncards.com/card/eelektrik-noble-victories-nvi-40/ and https://pkmncards.com/card/blastoise-boundaries-crossed-bcr-31/ , a few popular basic EX’s got ITEM-based Energy acceleration like https://pkmncards.com/card/dark-patch-dark-explorers-dex-93/ and https://pkmncards.com/card/colress-machine-plasma-storm-pls-119/ . Plus, the other card that made Pokémon immune to EX’s, https://pkmncards.com/card/klinklang-plasma-storm-pls-90/ , was a stage 2 that got slotted into a basic Toolbox (https://ptcgarchive.com/2013-decks/#klinklang).

Not sure I follow this comment exactly; this card protects against Team Plasma Pokémon, not Pokémon-EX (although some popular Pokémon were both ofc). Unless you were referring to the fact that EXs can’t use Mirror…?
Charmaster
Yes, it protects against Team Plasma Pokémon, but that makes it protection against two of the most relevant EX decks at the time, and unlike Klinklang, it’s actually something a stage 1 or stage 2 deck could actually fit and use, not that it seems to have been particularly popular at the time.
It’s better in Legacy where you can recover it with Junk Arm (Or Dimension Transfer if you’re playing https://pkmncards.com/card/porygon-z-triumphant-tm-7/ control), or in the Phantom Forces Expanded format where Empoleon can keep recovering it with Lysandre’s Trump Card to fix its Thundurus ex variants matchups. (I think tfw said they would add one to this list. https://play.limitlesstcg.com/tournament/68213c83d7ac342ba90541c5/player/teafew/decklist )
