There’s a new stadium in “Inferno X” (Phantasmal Flames) that does a similar thing. Also blocks effects from the oponnent’s abilities.

Does this stop regular damage from being done altogether? Not just as an effect from an attack?

It does also stop regular damage dealt (to Benched Pokémon), yes, due to it saying “including damage.”
