To be fair, there are some attacks that only work (or only work to their full potential ) against opponents who are afflicted with special conditions. If you were running a deck full of those creatures, it would actually get that desired effect about half the time.
I use it in a deck with Ninetales · Dragons Exalted (DRX) #19. Flip a coin if heads do 50 more damage is ok. Generally quite bad but any special condition-centric deck can make use of it.
I’d just like to point out that this has been strictly outperformed by Hypnotoxic Laser · Plasma Storm (PLS) #123.

Hmm… I may give that card a little testing. I’ve been using Amoonguss · Next Destinies (NXD) #9 for poison shenanigans, but this card suits my needs just as well.
Sure a card that may give you a 50% chance of putting your opponent’s active Pokemon to sleep, but it doesn’t end your turn since sleep effects could only be tiggered by attacks back then.

As for other Rocket’s secret machines, Pow! Hand Extension · Team Rocket Returns (TR) #85 is decent to squeeze another Catcher in your deck.
