Since Pokemon Powers could be temporarily suppressed in order to give Snorlax a status condition this power prevented Snorlax from healing whenever the card that supressed Pokemon Powers stopped working if Snorlax was asleep, confused, or paralysed from when his Pokemon Power was suppressed. So it is actually not a failure at all.

I think the only way to give him a special condition was through goop gas attack or a Toxic Gas Muk to stop the power first. Then, if it already had a special condition if the power started working again afterwards, it would stop working again, due to the condition, and be vulnerable to more conditions.
