Plasma Storm Lunatone has 90 HP. Does this Poke-Body lower its HP? And does it cancel out the effects of stuff like Giant Cape?

It would not cancel out Giant Cape. The disturbingly anthropomorphic vegetable known as Energy Root was used to increase Lunatone’s bulk in the iconic 2006 deck Suns and Moons (https://alexwilsonnc.github.io/tes/decks-by-era/2006/hl-hp).
If you want to try the deck, Evan Cole has improved the original list by replacing a Psychic Solrock with a Fighting one, a Multi Energy with a Fighting Energy, the Girafarig with a Mr. Briney’s Compassion, and all three Battle Frontier with Desert Ruins.
