“But it’s burned! Isn’t that the bigger issue right now?”
“I don’t care. Heal 40 damage from it.”
It’s just the way this card’s effect is worded overall. “Your Active Pokémon is now X” is a phrase that’s only shown up in the EN TCG 7 times prior (including once on the deliberately absurd Imakuni?) and it’s the only time it’s followed by a second, apparently unrelated sentence.
It’s a free 40 HP recovery for Rare Fossil and anyone else who can’t be affected by any Special Conditions. If you try and do a search for || +text:”can’t be affected by any special conditions” || it won’t play well with the apostrophe in can’t, but || +text:”can’t be affected by any special conditions” || seems to more or less get you what you’re looking for. (It doesn’t seem like we’ve ever had a card immune to Burn, but if such a card existed/eventually exists, it’ll slip by that search filter.)
Ignis
It is useful for the likes of BST Galarian Slowbro, which deals extra damage if it is affected by a Special Condition (although it doesn’t really need this card).
Dark Souls
Why was this in E block? It’s from brilliant stars?
Jack
It was first released in Asian regions in late 2021, before the game moved to the “F” block. Cards retain their regulation marks worldwide regardless of when they’re released (unless they’re reprinted later with an updated mark), so this card retained its “E” mark when it released in Astral Radiance internationally. Hope that helps! :)

An important thing to note is that this card wasn’t part of any expansion in Japan, it was only a Pokémon Card Gym promo. It is from Series 8 of the SWSH era, meaning it was parallel to the release of Fusion Arts. TPCI almost always delays the release of Gym promos.
