This card can only be attached to a Rapid Strike Pokémon. If this card is attached to anything other than a Rapid Strike Pokémon, discard this card.
As long as this card is attached to a Pokémon, it provides every type of Energy but provides only 1 Energy at a time. The Pokémon this card is attached to can’t be Paralyzed, and if it is already Paralyzed, it recovers from that Special Condition.

Interesting ruling on this card: If you attempt to attach Spiral Energy using an Ability (like Porygon-Z UNB‘s Crazy Code), the attachment happens, Paralysis is healed, and then the Energy falls off! https://compendium.pokegym.net/ruling/1568/
Kyle “Pooka” Sucevich (former top player and now manager at TPCi) confirmed this is correct, and also mentioned that Melmetal DAA‘s attack + Spiral Energy would work in the same way. https://twitter.com/Pooka311/status/1602821540491718656

No idea where “Official rulings from the Japanese support team state the contrary” is coming from in the tweet he’s replying to.

It seems strange to me that the effects of Crazy Code could attach this to a regular pokemon, but a standard from-hand attachment presumably couldn’t. Rain Dance effects generally operate under the same rules as from-hand attachments, simply without the once-per-turn limit.
I wonder if it would also allow attaching things like Double Aqua/Magma Energy (but obviously without paralysis healing to incentivize it)
