Star freeze is an offensively bad attack for a stage 1 final evolution. I felt the urge to look for cards that might produce a similar , but stronger effect. Seviper (Platinum) is much better than this, and is arguably stronger ,even with power creep taken into consideration..
but you don’t have to look far for a basic that rivals this. All the way back in southern Islands, Lapras has the same 20 damage paralysis attack ,along with a recovery move (with some added utility, to boot)
In base set, where most of the pokemon couldn’t even do over 50 damage, this might have been a decent wall (might) for rain dance decks, but they could have at least made star freeze a 30 damage attack, maybe 30, coin flip = +10 and paralysis

Weird, because Starmie in the games even in Gen 1 was amazing.

In fact, Starmie is OU in every gen but gen 7. I think that Starmie and Gengar (non-mega) may be tied for being OU in the most gens.
