Why are there so many bland Sugimori stock art cards in TEU?

It’s a “pop art” thing. It actually works decently, imo, because many are Pokémon who got new stock Sugi artwork in Gen 3/4 (i.e. to replace their original Gen 1 style artwork), and yet somehow the stock art for them hadn’t been used in the TCG yet. Considering the TCG hasn’t really used the stock artwork very much if at all in a long time, it was an alright ‘revisit’ of the idea.
