I didn’t like the layout of the E-cards, so that on top of the bad art makes this truly a terrible looking card.

Aw, I like the art on this guy… looks quite menacing. I agree the e-cards looks quite bad though, I think the HGSS cards were the nicest layout, the goldy, silvery borders are pretty.

Man idk I think it’s super raw, menacing, and unnecessarily cool (in a good way). Like TPC would never ever allow an artist to get away with the crazy lighting and realistic textures today. On top of that I think it stands out tremendously amongst the notoriously large quantity of poorly cropped and drawn cards from the e-series.
Also, I’m inclined to believe this is a 3D model, which if so is super crisp and detailed for 2003 standards. It seems as if TPC liked their stuff at the time too, as the artist would later go on to create a lot of the models in the RSE-era ex cards.
