    2002 was the year of terrible rulings from Wizards and this card was another one that suffered from the ruling. Wizards had the ruling that Legendary Body works with Double Gust meaning if you were to use Double Gust it would only effect your opponent and not you. But the problem with this Legendary Body was never meant to be used with Double Gust. Legendary Body only protects Suiciune from trainer cards that target Suiciune such as Energy Removal and Gust of Wind. But Double Gust targets your opponent and switching out your active was only a requirement to use the card, so Legendary Body wouldn’t have prevented the effect of your opponent switching out your Suiciune.

      How was it meant to work? Looking at the English print, I would’ve argued “If you have any Benched Pokémon, your opponent chooses 1 of them and switches it with your Active Pokémon.” isn’t directly affecting your Active Suicune, it’s affecting one of your other Pokémon and Suicune necessarily needs to be switched out for that effect to process correctly.
