Other than the new card template and some tweaks to the text, this is a reprint of Wizards Black Star Promo 53 (which is itself a variant art print of Aquapolis Suicune), which came out about 3 years prior to this card’s release. There wasn’t a release of the card in Japan around this time that would help contextualize why it got re-released in English. Perhaps Nintendo thought not everyone got a chance to collect the last promo WOTC printed? One can’t imagine it would’ve been for meta purposes, Pure Body is horrible Poké-Body.
