What if the pokemon you choose doesn’t have an energy attached, can this card still be used on it without discarding any energy?

I’m not sure, but I would say you can use it. I think if you couldn’t it would say “Discard an Energy attached to 1 of your Pokemon. If you do, heal 60 damage from that Pokemon.”

Yes, you can.
This is different from Base Set Super Potion.
There is no requirement to fulfill the first part of the card. If you can’t do the second part, you just skip it entirely.

Unless it explicitly says you cannot play a cars if you don’t discard/shuffle/whatever (e.g. Ultra Ball), you can play it without doing the ‘bad action’, if one can call it that way

If anything, the healing is the “cost” and the energy discard is the “effect” here.
