Is this card good? Hope so as I have wasted £10 on the Enchanted Echo Theme. Is this happens to be good, can anyone please give me some support cards that can work with this Sylveon, it looks promising.

1 Energy for 30 and to move a Energy from the Active can be good in some situations. Like moving Energy from their attackers to their support Pokes. They will soon enough run out of Energy too attack you.

We’re not in a format where something can be good in some situations.
We’re in a format where you play Basics with 180 HP and 120+ damage attacks, or Evolutions like Pyroar to block Basics and Raichu to deal 100 for one DCE.
30 for 1 as an evo is bad.
50 for 3 as an evo is horrible.
90HP as an evo without any good attack is craptastic.

The main problem here is that this thing is on par with a basic pokemon, despite being a stage 1 evolution. If it had been basic, and if Ribbon’s energy switch had been optional, Ribbon’s disruption powers and Echoed Voice’s YCC would have made it roughly on par with beatstick basics like this pack’s Landorus. As it is, though, this thing is subpar.
