Yes, a lot of cards from the Trainer Kits have numbers in the corner telling the order to put them in the deck, instead of shuffling it. It’s so it can create a sort of “tutorial game” to help beginners learn. This Sylveon would be the 30th card in the deck, and the other would be the 15th card.
