I wonder why they chose to recycle this artwork in this Generations card. It seems out of place in the set. Was it based on a Japanese promo or something ?

Generations is pretty faithful to the sets it’s based on*. Tauros and Slowpoke (and Imakuni?, sort of) felt just as out of place there.
* The main set is based on “Japanese Starter Pack” and Radiant Collection is based on the “PokéKyun Collection.” Other than combining two sets that don’t have much in common with each other, Generations is fairly one-to-one.
