The ability energy attachment has to be sepearate from other actions, right?
Like you cannot use a card like https://pkmncards.com/card/bede-sword-shield-ssh-157/ to attach an energy from hand and use the ability on the same energy card?

Right.
You can’t choose to use Teal Dance (or Bede, or most other cards) in the middle of some other action. Either Teal Dance happens first, or Bede does. At that point, the energy card is no longer in your hand, so you can’t use the other effect to attach it again.
Teal Dance’s 2nd sentence is specifically checking for an energy attachment via Teal Dance’s 1st sentence (“in this way”), not any other method.
