Team Aqua Belt
Trainer › Pokémon Tool

Attach Team Aqua Belt to 1 of your Pokémon with Team Aqua in its name that doesn’t already have a Pokémon Tool attached to it. If that Pokémon is Knocked Out, discard this card.

At any time between turns, if the Pokémon Team Aqua Belt is attached to is your Active Pokémon, search your deck for a card that evolves from that Pokémon and put it on that Pokémon. (This counts as evolving that Pokémon.) Shuffle your deck aftrerward, then discard Team Aqua Belt.

Huh, I just realized you can swap out an Aqua Pokemon using Swoop! Teleporter (or Ninja Boy in unlimited) and not have to discard this card, while still being able to evolve using it. Neat!

Do you still have to wait until the turn after putting it in play to evolve the Pokémon?

You would be evolving it *between* turns, so it would speed it up, but you wouldn’t get to attack with it or anything yet. Benefits of this are being immediately ready to evolve into a stage 2 on your next turn (at which point you *are* a full turn ahead), and simply having more HP from evolution, which was a bigger deal in gen 3 when OHKOs were much less common.

Also, typo up there on “aftrerward” ;)
