You know, if you’re going to have a desert themed pokemon belonging to team aqua, you might want to give it a very distinct “water type” flavor. Otherwise, it would seem completely out of place. Why would a person fanatically obsessed with submerging much of the world’s terrain use a pokemon that represents the very antithesis of all things damp? Sadly, both stages of the line fit solidly within the grass type flavor.
Either way, if you find a way to recur dark type energy endlessly , you can soft-lock the game using charity alongside dark bind

Rather than water flavour we got… cyber Cacturne :S Don’t quite get why, but it looks dam cool. Dark Bind is quite a cool attack but Cacturne from Platinum does it better.

Was this the first card to offer guaranteed paralysis? I can’t think of anyone else, but there could be something from the e-Card era I’m overlooking.

There are a couple of Trainers in e-Card that can pull it off, but I should specify I’m trying to think of a Pokémon that could do it before this Cacturne, and am drawing a blank.

There is indeed an e-card you’re overlooking:

Delayed – but thank you!
