This would be quite a powerful card in conjunction with something like wailord, but it is still not as scary as morty’s TM 02.

I believe this card was the last “Technical Machine” to appear in the TCG? In Gen 5, there were two TM-like moves that appeared as ACE SPEC cards for Genesect-EX to use. And then in Gen 6 similar cards re-appeared in Double Crisis.

Is there any mechanic in the game (DPPt era or otherwise) that would prevent a Pokemon SP to stop being an SP?

Nope, a mechanic like that was never made! (Nor would there be any way to level-up or evolve to remove “SP-ness”.)
So the “When the Pokémon this card is attached to is no longer Pokémon SP, discard this card” text on this card and on Energy Gain was never relevant.

the only relevant interaction i can think of at the time of printing would be Swoop! Teleporter from TRR (in Unlimited), but never anything in Standard
