Most owner’s cards in Team Magma vs Team Aqua are completely made-up, with the TCG being the only instance of these villainous teams actually using most of the Pokémon they’re depicted with in the set. In Pokémon Ruby, Team Magma members only had the Zubat, Poochyena, and Numel families on their teams (Team Aqua members swap Numel for Carvanha).
Pokémon Emerald would give Baltoy to a couple of Team Magma grunts, possibly inspired by this card. However, Baltoy’s Team Aqua counterpart in Emerald is Wailmer, and given no “Team Aqua’s Wailmer” card exists, it’s probably just a coincidence.
