Poké-POWER ⇢ Overheat
Once during your turn (before your attack), you may search your discard pile for a basic Energy card and attach it to Team Magma’s Camerupt. Put 2 damage counters on Team Mamga’s Camerupt. This power can’t be used if Team Magma’s Camerupt is affected by a Special Condition.
{R}{C}{C} → Flame Ball : 50
You may move a {R} Energy card attached to Team Magma’s Camerupt to 1 of your Benched Pokémon.

This actually looks pretty good on paper. How did it get overlooked until words?

Um, I don’t think it was overlooked!

Right – “until Worlds”! I think he’s implying he didn’t see people use this card until it suddenly became a thing there. If folks noticed the use of the card, maybe they kept it secret. But I think Curtis probably had some recall bias here – TMvTA came out in the US in March of 2004, and Worlds was in August 2004. That’s only a 5 month window and just because he didn’t notice anyone playing it until after Worlds, doesn’t mean it couldn’t have seen a ton of play outside of his purview.

Aha, I misread Mr. Curtis’s post. My bad!
Here’s a cool breakdown of Tsuguyoshi Yamato’s deck:
