I wonder why these cards were never ported outside of Japan? Is it because they’re so heavily tied into the anime, which may not be dubbed into foreign languages like Indonesian?

I don’t think it would have anything to do with not fitting countries like Indonesia – the SEA editions of the TCG are more closely adapting the Japanese edition of the TCG than the English edition of the TCG. In the past it used to almost always be
Japan ➝ translated from JP into English in North America ➝ translated into every other language from the NA English
However, the current process is more along the lines of
Japan ➝ translated into English in North America ➝ translated into European languages from the NA English
Japan ➝ translated into Korean
Japan ➝ translated into Indonesian
Japan ➝ etc.
I would guess it’s something to do with licensing and/or not seeing a market for these cards in markets where they weren’t adapted. I did a quick check and it doesn’t *look* like any cards from that particular deck made it into any edition outside of Japan, but the fact the EN edition didn’t get it is no longer a point of preclusion from other editions getting it. For example, cards exclusive to SM12a Tag All Stars, like the gold variant of Mew & Mewtwo GX, or the full art of Sightseer, are often referred to as being “Japan-only”, but this is inaccurate, since (at least) the Korean TCG included SM12a and so there are also Korean prints of these cards.
