The long hairs on its back act as lightning rods. The bolts of lightning it attracts are stored as energy in its electric sac.

I forget yo explain something!
Victini is for Defense Curl, and Poison Barb is in case Defense Curl don’t work.
All other cards are for give some speed to the deck.

I’m not an expert on deckbuilding, but since the deck seems to want hit for maximum damage using Discharge, I recommend adding Professor Kukui as a damage booster and draw supporter, and Volkner as a way to get lighting energy and the important item cards at the same time.

Defense Curl shouldn’t be your focus, it can save you a game, but it isn’t worth adding a Victini for the few times you are going to use it.
Togedemaru is a glass cannon. It will die in a single hit most of the time, you should just maximize its damage output and have another one ready for the next turn.
Poison Barb doesn’t add much to your strategy either, since nothing in the deck takes advantage of poison.
As Psykicked said, you should include Volkner, it will help you put Magnezone in play since you can get Rare Candy or Ultra Ball with it.
Ribombee (BUS) *could* be useful, since this deck operates a bit like Gold Rush. It allows you to rely more on Energy Recycler. That’s important because you will discard a lot of energy and Energy Retrieval by itself is not enough.

I have this same card but it has a pikachu on the bottom left corner instead of a set pack and it has no rarity. Does anyone know why?

Yep – it’ll have been part of the Alolan Raichu half deck in the Sun & Moon Trainer Kit – they had a unique order to help new players learn the game. There’s more info here: https://bulbapedia.bulbagarden.net/wiki/Sun_%26_Moon_Trainer_Kit:_Lycanroc_%26_Alolan_Raichu_(TCG)
