The text of this card, Hisuian Samurott V, and Garbodor VMAX pluralize the type of card in question as “Pokémon Tools”, in contrast to what appears to be the preferred way of pluralizing it – “Pokémon Tool Cards”.

Oh, wait, several other cards pluralize it as “Pokemon Tools”, I did something goofy with the search I didn’t need to do. It looks like there is no established preference – though I would think that for consistency’s sake, “Pokémon Tool Cards” should be preferred lest we end up with “Stadiums” instead of “Stadium cards”, and “Supporters” instead of “Supporter cards”. (Genuinely surprised at no hits for +text:”Supporters”.)

I believe the modern-day convention (i.e. starting in SWSH block) is no “card” suffix for things in play. Thus Flannery tells you to discard a Stadium, and not a Stadium card.
Not consistent for Energy, since attacks can refer to either counting/discarding Energy, or Energy cards.

And note as recently as SM block, they were still using “Tool cards” to refer to tools in play, e.g. on Genesect-GX. But Garbodor VMAX, which has the same Ability, just refers to “Tools.”

Ohh, I get ya. Cards like Rotom V and Oranguru V are still pluralizing it as “Tool cards”, but contextually aren’t referring to those cards which are in play. That seems like a very strange convention to introduce – it looks like EN is somewhat trying to catch up the JP convention, but.. uh, I can’t really tell, tbh.

It’s still just using “Pokémon Tools” – and going back, it looks like they were always been using “Pokémon Tools” in the JP edition. “Pokémon Tool cards” is an idiosyncrasy of the EN edition which is neither here nor there, but this differentiating between “Tools” when in play and “Tool cards” when not seems to be completely artificial on the EN localization team’s part. I wonder what the motivation for it is.
