Only the first appearance for the EN edition of the TCG! Paralyzing Gaze had previously appeared on a JP-only Dunsparce card, as well as two cards in Pokémon VS. ポケモンWiki provides some further context for the move, explaining it’s a Paralyzing variant of Leer*.
On the other hand, I’d suggest this card is more notable for being the first of only 3 cards Tomita, a GAME FREAK staff member, has illustrated for the TCG. This is true for all language editions.
That page mentions it, but Leer and Paralyzing Gaze notably have the same effect as of Gen 6 — it appears the “can’t attack next turn” just got changed to paralysis for the sake of simplicity. Like Paralyzing Gaze, Leer hasn’t appeared since Gen 7 either. For that matter, neither has Glare (“Snake Glare” in Japan). Gen 8 came and went with no eye-based paralysis whatsoever!

Yeah, Glare/Snake Glare is definitely part of this conversation too but it gets a bit wonky. The impression I have is when they decided they simplify Leer’s text by turning it into Paralysis, they decided they necessarily had to retire Paralyzing Glare. The next bit is guess work on my part; after a few cards of Leer inducing paralysis, while the simplified mechanic was nice, maybe they felt TCG Leer was now too different from VG Leer just felt too mismatched from its function in the games* and decided to retire Leer.
After that, I’d give better odds the Paralyzing Gaze ever shows up again than Leer does – yeah it’s a TCG-original move, but the current approach means Leer just isn’t a good move to include in the TCG anymore because it’s too discombobulated. If I’m correct, this would explain why Paralyzing Gaze did show up again on SM200 Snubbull.
* Leer in the games probably should’ve been translated as “Glare”, and Glare as “Snake Glare”, so there’s already a “paralyzing version of Glaze”, but the TCG added Paralyzing Gaze as a way to have a “paralyzing version of Glaze” that could be assigned to non-Snake Pokémon. So giving Glare the ability to cause paralysis when it’s actually *Snake* Glare that does that… it starts to get more than a little bit confusing.
