This card and the Slurpuff following it are among the first Gen 6 Pokémon to use traditional 2D art, originally releasing in the February 2014 Gym Promo packs in Japan. They’re joined by the Goomy that became PHF 75, as well as a Scatterbug and Doublade that remain Japanese-exclusive reprints of XY 15 and XY 84, respectively.
The first printed card of every single Gen 6 species (arguably excluding Hoopa) used a 5ban Graphics-rendered 3D model. Booster packs wouldn’t get 2D art of any Gen 6 ‘mons until Phantom Forces. Based on the timing, I suspect this may have been an attempt at brand synergy with the 3DS games, as a way of showing off how the core series games made the jump to 3D.
