Pulled one of these out of a pack. These are excellent troll cards to tick off your opponent. Can someone help me understand: If I am playing a free-for-all ( 1 vs. 1 vs. 1) can I look at everyones deck and decide or just 1 deck I pick and decide. I’ve been using it on just 1 of the two opponents when maybe I could use it on both?

There are no rules for free for all in Pokémon, because it doesn’t exist. It’s too hard to police. In free for all if one player has a big EX, what is to stop the other 2 attacking in between turns to kill the EX? Generally if you want to play free for all you have to make up your own rules, but I would say that this should only look at one player’s deck.

As a general policy, it would be safe to assume that any card currently printed will only target one player at a time, unless you’re doing a houserules version of the long-forgotten double mechanic from gen 3. 3+ player matches are a great idea for a variety of reasons, IMO, even if they have their shortcomings…but don’t expect the TCG to introduce them. Ever.
I think one thing holding back the possibility of free-for-all in the TCG is the fact that much of its audience is underage. The creators likely have enough problems with parental concerns over the gambling-like distribution of cards as it is. Introducing possible arguments about kids ‘ganging up’ on other kids would exacerbate the problem for them. It took them this long to print cards that involve VERY limited permanent exchange, instants are nonexistent aside from a scant handful of cards, too…

If you check out the official Pokémon! Play Floor Rules, there actually are rules for unsanctioned tournament formats. Basically, the idea is for side events (and not anything that would give you qualifying points towards Worlds). This includes 30-Card, 2-On-2, and Team Battle Formats. It also explains how to interpret certain card effects in these respective formats.
