a situational counter to a status effect that isn’t exactly common and almost never printed on basic pokemon without coin flips (no,seriously: http://bulbapedia.bulbagarden.net/w/index.php?title=Special%3ASearch&profile=default&search=%22is+now+confused%22+%22basic+pokemon+card%22+-%22flip+a+coin%22&fulltext=Search )vs. the 10 additional damage and the lack of utter helplessness in the face of not having grass energy that the other turtwig provides. The poor fellow is just overshadowed by his other Majestic Dawn iteration.
